Note : Universal Wedges do not have a flip down ladder access. You should only need that type if you have regular & goofy riders. Usually people remove after surfing to regain the use of the ladder.
Yes - Install before filling any ballast. If water is choppy it will make the install more difficult. Helpful tip is place wedge on top of a lifejacket or tie fender to the wedge. Hold wedge and slide the bar into the tie down loop. Then line up and insert other end into the bracket on the ladder. Insert this pin first then you can
